I just noticed this.

Unreal Engine 4 is now available to everyone for free, and all future updates will be free!

You can download the engine and use it for everything from game development, education, architecture, and visualization to VR, film and animation.

Yes. I guess you've been a little late to know about that. :|

But I can post link here so anyone can get started. I'll post a launcher (which is familiar to steam but not exactly steam program) and it will let you choose to download and automatically update. (UE4, UT4, and UT4 Editor...)
